Waiting for municipal accounts

I have since the July 25, been trying to get my July account from our municipality so that I can pay it. Unfortunately, to date i.e. August 7, it seems as no accounts are even captured.

Reasons given are that they are working with a new system and it is financial year end. Really? This has been going on for the last few months where accounts are being captured and posted late.

Are we now expected to sit back and wait for whenever somebody decides to actually do their job and then quietly pay a whole month later?

This really is the height of incompetence. DO we really have a functioning municipality or is it all falling apart?
